The Government’s National Coronavirus Testing Programme has now expanded capacity to test other frontline workers, including all personal care assistants (PAs) who are having to self-isolate due to having coronavirus-like symptoms or because a member of their household has symptoms.

Eligibility for testing
· PA’s self-isolating because they have COVID-19 symptoms
In this instance, only they will be eligible for a COVID-19 test. No other members of their household are eligible.
· PA self-isolating because a person in their household is symptomatic, but they are not (If you live with a PA this may be you).
In this instance, the household member (adults and children aged 5 and over) is eligible to have a test for COVID-19. Your PA’s name will be noted but they do not need to have a test.
· Self-isolating for other reasons
If they are self-isolating for other reasons and are not symptomatic, they will not be eligible to be tested.

Symptomatic people should be swabbed as soon as possible within 5 days of developing symptoms

Testing is by appointment only – please do not attend a testing centre unless you have completed the test referral form and had an appointment confirmed.
How it works
Your PA will receive a phone call to arrange their test. This will normally be within a day or so of submitting the application. They will be provided with all the details they need to attend for testing as part of that call.
The tests are ‘drive-through’, meaning a car is needed to attend. More information is provided in the test referral application form. If they don’t have access to a car the Community Swabbing Service will do their best to help them access transport for their appointment. However, their ability to help is limited.

Antibody Tests
Antibody testing is now available across England and is being provided free of charge to anyone employed in adult social care. Personal assistants who provide for the care and support needs of adults are eligible, as are staff working in residential care, domiciliary care, extra care, supported living, and local authority adult social care departments.
The antibody test is a voluntary blood test which detects antibodies to the COVID-19 virus to see if you have previously had the virus and will inform government research.
You can’t take the test if you currently have symptoms or have been advised to take the COVID-19 test.
Please be aware that a positive test result for antibodies only means that someone has had COVID-19. There is currently no strong evidence to show that someone who has had COVID-19 can’t be infected with it again or pass it on to others.
If your test is positive, it is important that you keep up the prevention measures you have been doing for the last few months to stop the spread of the virus. You must continue to follow guidance around PPE, social distancing and hand washing.

New Covid-19 PA Register
In response to a city wide need for more personal assistants due to the impact of the Coronavirus, Disability Sheffield is hosting a new Covid-19 PA register. The purpose of the register is:
To hold the details of PAs and other support workers (e.g. from day services) who are available for work
To register their availability PAs and organisations with support workers who they can redeploy, must complete the on-line PA Support Form . This information includes contact details, skills and availability.
To match people in need of support with a potential PA

The public have been advised to wear face coverings in enclosed public spaces, where they may encounter people they would not usually meet, since May and it’s been compulsory to wear a face covering on public transport in England since 15 June. It is compulsory to wear face coverings in shops and supermarkets as well as in banks, building societies and post offices and in indoor train stations and terminals, indoor bus and coach stations or terminals, airports and seaports.
The list of places has been extended during August and September and is constantly updated in the government’s guidance on when to wear and how to make your own face covering .
This includes for example when travelling in taxis and private hire vehicles, in premises providing hospitality (bars, pubs, restaurants, cafes), except when seated at a table to eat or drink, in premises providing personal care and beauty treatments, at visitor attractions and entertainment venues, in public libraries and places of worship.
A face covering isn’t the same as a surgical face mask. It can be a scarf or bandana, or can be made at home. The most important thing is that it should cover the mouth and nose.
People who do not follow the new rules could be fined.

Face Covering Exemptions
Children under 11 and people who are unable to wear face coverings because of their health condition ( and for other reasons ) do not have to wear a face covering.
This list of exemptions extends to anyone with justifiable reason for not wearing a face covering on the grounds of health or disability.
- Breathing difficulties and other respiratory conditions.
- Conditions affecting dexterity, meaning you are not able to put on a face covering.
- Mental health conditions such as anxiety or panic disorders.
- Other non-visible disabilities such as autism.
- Cognitive impairments, including dementia, meaning you do not understand or remember the need to wear a face covering.
- Visual impairments, with a restricted field of vision, particularly if any residual vision is at the lower edge of the normal field of view.
- Impairments which would make it difficult to put on or take off a face covering safely, accurately, consistently or without pain.
The exemptions also apply to people who rely on lip reading. This includes carers who are travelling with someone for whom a face covering would make communication difficult.
You also do not need to wear a face covering if you have a legitimate reason not to. This includes (but is not limited to):
· not being able to put on, wear or remove a face covering because of a physical or mental illness or impairment, or disability (as above)
· if putting on, wearing or removing a face covering will cause you severe distress
· if you are travelling with or providing assistance to someone who relies on lip reading to communicate
· to avoid or escape harm or injury, or the risk of harm or injury
· to eat or drink if necessary
· in order to take medication
· if a police officer or other official requests you remove your face covering
There is no ‘official’ exemption card and you do not have to provide any proof of your disability to anyone. It is not compulsory to show an exemption card but if you would like to carry a card you can download and print off a card you consider appropriate for you from various websites:

GOV.UK has made available an exemption from face covering card to print and an exemption from face covering badge to print plus an exemption from face covering badge for a mobile phone .
These cards also contain the message ‘Be Kind.Keep Your Distance. Thank you for Your Understanding’ . The Government is asking the public and businesses to to be mindful of people who are exempt from wearing a face covering calling for everyone to play their part and act sensitively towards people who may need additional support.
Sheffield CCG ( NHS ) have produced a series of exemption cards bearing an NHS logo.
Hidden Disabilities exemption cards explain that you have a hidden disability and a reasonable excuse for not wearing a face covering.
Travel South Yorkshire’s Journey Assistance Cards help passengers with hidden disabilities or older passengers discreetly get help from the driver or conductor so they can travel on public transport with confidence. They also aim to help drivers and conductors be aware of any assistance or information requirements you may have. The series of cards now includes a card stating ‘I am exempt from wearing a face covering’.You can download the cards here or you can apply for a card to be sent to you using this form . They are also available at Transport Interchanges on request.

Flu Vaccine and Coronavirus
This year, with Coronavirus putting us all at risk,it is essential to get as much prevention as possible against flu.

- it’ll help to reduce pressure on the NHS and social care staff who may be dealing with Coronavirus
The flu vaccine is offered free on the NHS to anyone with a serious long-term health condition. All frontline health and social care workers should also get the winter flu vaccination – including all Personal Assistants (PAs). For the first time, this year, PAs will be able to access the vaccine free of charge from GPs and community pharmacies.
To access the scheme, PAs will simply need to attend a GP surgery or community pharmacy and identify themselves as a PA. If they need to prove they are a PA, they can use and show this letter of entitlement ( to be completed by their employer ).
Changes have been made to make sure it’s safe to have the flu vaccine at GP surgeries and pharmacies. These changes include social distancing, hand washing and wearing protective equipment. It’s important to go to your appointments unless you or someone you live with has symptoms of coronavirus

Criminals are using the COVID-19 vaccine as a way to target the public by tricking them to hand over cash or financial details. They are sending convincing looking text messages letting people know they are eligible for the vaccine or phoning people directly pretending to be from the NHS, or local pharmacy. Wearing a Face Covering on Public Transport
The government has made it compulsory for passengers on public transport to wear a face covering from Monday 15 June. For transport hubs in England, the requirements mean face coverings must be worn in indoor train stations and terminals, airports, maritime ports, and indoor bus and coach stations or terminals.
A face covering isn’t the same as a surgical face mask. It can be a scarf or bandana, or can be made at home. The most important thing is that it should cover the mouth and nose. The government has given instructions on how to make and wear a face covering on its Safer travel guidance page.

Face Covering Exemptions
The following list is guidance only and anyone with a ‘legitimate excuse’ is exempt including people with:
· Breathing difficulties and other respiratory conditions.
· Conditions affecting their dexterity, meaning they are not able to put on a face covering.
· Mental health conditions such as anxiety or panic disorders.
· Other non-visible disabilities such as autism.
· Cognitive impairments, including dementia, who may not understand or remember the need to wear a face covering.
· Visual impairments, with a restricted field of vision, particularly if any residual vision is at the lower edge of the normal field of view.
· Impairments which would make it difficult to put on or take off a face covering safely, accurately, consistently or without pain.
The exemptions also apply to people who rely on lip reading. This includes carers who are travelling with someone for whom a face covering would make communication difficult.
Passengers will be able to remove their face covering for eating and drinking if necessary and taking essential medication.
Exemption Cards
Travel South Yorkshire’s Journey Assistance Cards help passengers with hidden disabilities or older passengers discreetly get help from the driver or conductor so they can travel on public transport with confidence. They also aim to help drivers and conductors be aware of any assistance or information requirements you may have. The series of cards now includes a card stating ‘I am exempt from wearing a face covering’.You can download the cards here or you can apply for a card to be sent to you using this form . They are also available at Transport Interchanges on request.
GOV.UK has made available an exemption from face covering card to print and an exemption from face covering badge to print plus an exemption from face covering badge for a mobile phone . These cards also contain the message ‘Be Kind.Keep Your Distance. Thank you for Your Understanding’ as the government, in a press release on 24th July, asked the public and businesses to to be mindful of people who are exempt from wearing a face covering calling for everyone to play their part and act sensitively towards people who may need additional support.
Sheffield CCG ( NHS ) have produced a series of exemption cards bearing an NHS logo.
Keep Safe have made a series of exemption cards for people with a learning disability or autism and produced Easy Read Information about wearing face coverings. You can also download a general exemption card from their website.
Hidden Disabilities exemption cards explain that you have a hidden disability and a reasonable excuse for not wearing a face covering.
The Alzheimer’s Society has produced information on whether people with dementia should wear a face covering.
The government has announced that from 24th July it will be compulsory to wear face coverings in shops and supermarkets.

Listening Ear
Sheffield City Council has launched a new service to help people bereaved during Covid19. The aim of the service is to provide practical, emotional health and wellbeing support to residents of South Yorkshire bereaved during this time, and to signpost residents to other support available as required.
